High scores in human trafficking and arms trafficking, along with a strong pervasiveness of criminality in the state apparatus, determine the country's overall ranking. Human smuggling, illicit trade in non-renewable resources and an illicit heroin market all have a moderate impact on society. Burundi ranks 51st for resilience, however, making it one of the weakest countries in the continent for this component, with no area scoring more than 3.5. This indicates that any resilience measures that may be in place against organised crime are at best extremely ineffective.
